Steven Ewing of Autoblog tracked down a C4 Cactus in Detriot recently and he and associate editor Brandon Turkus managed to spend a day with it.  Their impressions were very favorable though they found the C4 somewhat underpowered (with a 0-60 mph time of around 12 seconds).

Steven tells how he discovered the C4, though he doesn’t disclose the source.  Aside from tracking down the car from the published shot of the rear license plate, we surmise that the C4 is a “tear down” car for one of the “big three” auto manufacturers in Detroit, (they have the blessing of the DOT to import foreign cars for examination) or it may be here on a temporary import by PSA Peugeot Citroën for Richard Lucki, Executive Director of PSA Peugeot Citroën who is based in Detroit.  Richard deals with parts sourcing for the company and was instrumental in negotiating the investment that General Motors made in PSA Peugeot Citroën, becoming a 7% stakeholder in 2012.  (Which they sold 14 months later.)
